NRC programme aims to ensure that vulnerable people (returnees, refugees, as well as people internally displaced by conflicts or natural disasters) are able to meet their essential needs – in terms of quality, diversity and quantity – both in times of emergency and in situations of protracted displacement. Education programme seeks to enable vulnerable displaced people to access to quality education.
The Education Officer with direct supervision under Education Project Manager will be responsible for implementing, reporting and ensuring that the Education project activities are properly implemented in Marib, Aden . This will include participating in data collection field work; overseeing the beneficiary selection process in coordination with communities, SIP and rehabilitation activities, teacher training, local stakeholders and other NRC units; ensuring that projects are timely implemented (including keeping clear records of distributions); ensuring that monitoring and evaluation (M&E) plans are being implemented, and immediately flagging any challenges or delays to the direct supervisor.
Please note this position requires a large amount of travel to NRC’s education project in different governorate
Responsibilities
Generic responsibilities
- Ensure compliance with NRC policies, guidelines and standards
- Support the education team and partner with ongoing technical guidance to field staff, implementing partner, in particular with regards to monitoring and reporting
- Support evidence-based learning for program development. Ensure that lessons learned are properly documented, effectively disseminated and where appropriate, incorporated into wider design and advocacy initiatives.
- Conduct regular field visits to provide supportive supervision to partner staff
- Provide support with the proofreading and translation of the related materials.
- Manage all logistical responsibilities of the field visits and training sessions.
- Development of holistic and needs based programs, including cash-based interventions and marked based programs
Specific Responsibilities
Implementation and Monitoring of Activities –
Ensure the implementation of education activities through partner
- Raising awareness among local authorities, communities, adolescents and other partners on various topics relating to education in emergency situations and on the importance of education in collaboration with the school authorities.
- Identification and targeting of beneficiaries for re-enrollment into the project
- Ensuring legal documentation of displaced children and dealing with CRA and MOE for getting documents for them through National partner
- Training of implementing partner, teachers members, parent and school committee members
- Ensuring planning and organization of the distribution of school materials and equipment, development of School Improvement Plans (SIP) and cash activities to schools in collaboration with the school authorities.
- Support for the development of rehabilitation activities and the proper implementation throughout the intervention.
- Promotion of other awareness sessions related to NRC's education interventions (themes: Education for girls, child protection, gender in Education)
- Strengthen partner capacity to Mobilize local people and beneficiaries to become involved in the implementation of activities in order to ensure a good appropriation of the project by the communities;
- Ensure the proper use of the knowledge received by teachers and school management for both formal and non-formal education
- Prepare a detailed mapping of child protection needs and actors present on the spot;
- Ensure the organization of recreational activities that allow children who are victims of displacement movements to find a place capable of responding to their potential trauma;
- Strengthen partner capacity to Promote psychosocial support and new awareness-raising subjects on the protection of children;
- Provide an enabling environment for introducing of cash vouchers
Assessment, report writing and documentation –
- Support the progress of the rapid assessment and sectorial assessment in education program and ensure the collection of project data in collaboration with other NRC staff members (in particular during the sectorial assessments);
- Following the collection of information, support the analysis of the context and educational needs in the localities targeted by the project;
- Produce reports according to project needs and submit them for approval to the Education Manager
- Organize and archive project documents (attendance sheets, certificates, photos, etc.);
- Submit and document good practices implemented in the field;
Representation –
- Maintain good relations with the local school authorities;
- Contribute for the good relationships with local authorities in the areas of intervention
- Maintain a positive approach with the politico-military and traditional authorities as well as with local communities;

The relevant interfaces for this position are as follow:
- Project planning: Education project Manager
- Area operations: Support Coordinators (field office coordinators) and cc coordinators
- Staff Development: Education team particularly community supervisors and assistants
Scale and Scope of Position
- Human resource management: None.
- Stakeholders: Government through school authorities, international and local NGOs, UN agencies, local authorities, civil society actors, community leaders, etc.
- Budget: None.
- Information System: Agresso, Office 365 and managing BLP data through Excel
- Legal Aspects: None.
Qualifications
1. Professional competencies
These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies for this position:
- Minimum of 5 years’ working experience with humanitarian program in Education with at least 1 years’ experience engaging with IDPs or other vulnerable populations environment
- Previous experience from working in complex and volatile contexts
- Knowledge of INEE Minimum standards is an asset
- Excellent interpersonal, written and verbal communication skills
- Strong analysis skills (qualitative and qualitative)
- Experience of education grants management and staff capacity building
- Strong cultural awareness and sensitivity
- Good understanding of complex emergencies and crisis contexts
- Flexible and creative
- Knowledge of cash-based interventions and market based
Context related skills, knowledge and experience (shall be adapted to the specific position):
- University degree in either Education/ master's degree is an advantage
