ABOUT ADRA:

The Adventist Development and Relief Agency is an independent, humanitarian agency established for the specific purpose of providing individual and community development and disaster relief.  ADRA Yemen pursue a mission of changing the world by uplifting one life at a time. ADRA International serves 117 countries and is present in Yemen since 1995. Its programs are supported by USAID, BHA, The Japan Platform, DANIDA, GFFO, BMZ, IHA Canada, UNOCHA, and WFP It has presence in 12 Governorates in Yemen responding to 8 areas of humanitarian sectors. ADRA Yemen is undertaking programs in Yemen in the fields of health, nutrition, WASH, food security, livelihoods, and protection.

SUMMARY:

In view of the size and complexity of the ADRA Yemen country office the Board of Directors has taken the decision to create the position Area Manager (AM). This position is to be based in the South of Yemen (officially designated as International Recognized Government, IRG) where currently the largest portion (in terms of funding and operations) of our portfolio is located. It is expected that the AM position will focus, mostly, on all aspects of the IRG/South operation and where the AM becomes the head of the Senior Management Team (SMT). 
The AM maintains constant communication and coordination with the following key senior positions of ADRA Yemen on all matters related to the operation in the IRG territories: Deputy Country Director, Director of Finance, Deputy Director of Finances, Human Resource Director, and Operations Manager. The AM is the maximum, or ultimate responsible for the operation in the IRG but wisely offers space and access to these above-mentioned key positions making sure that all functions are carried out effectively and result oriented. 

RESPONSIBILITIES:

The Area Manager will be responsible for promoting ADRA’s ministry in the country, making known its mission, vision, beliefs, and operational principles.  

Project Portfolio

  • The AM must coordinate carefully and thoughtfully with the Deputy Country Director to become a support from the technical and operational perspectives within the implementation of the awards that are under direct responsibility of Programs. The AM becomes an additional support to the program’s sector in the areas that need the most and as previously discussed, and agreed, with the CD and Deputy CD. 
  • Supervise the timely implementation of the project portfolio in the IRG controlled areas.
  • Organize and oversee regular project review meetings, particularly for multi sector projects in collaboration with the program teams in IRG.
  • Ensure regular contact, frequent support, and visits to sub office(s) and area of operation.
  • Contribute to the development of new program initiatives and help seek funding for projects.
  • Ensure that all programs are complying with the organization's policies and procedures, including safety and security protocols.
  • Collaborate with other departments, such as finance and logistics, to ensure that programs are meeting the needs of the communities and the organization.

Operations

  • Ensure that all policies and procedures related to the CO operations are in place and compliance (HR, Finance, Procurement, Communication, Security, Inventory polices and others). 
  • Follow up for ensuring timely and accurate financial forecasting and reporting. 
  • Monitor and ensure compliance with all local, and donor regulations related to humanitarian operations, including human rights and protection standards Resources:

Representation and Advocacy

  • When it is requested and needed to represent ADRA before national authorities, negotiating agreements, permissions, authorizations, and dealing with taxation or registration-related challenges. Maintain ADRA’s position as a key actor in the INGO community and represent ADRA to donors and external actors where opportunities present themselves.
  • Maintain good relations and close coordination with local authorities, UN agencies, international and national NGOs.
  • Ensure ADRA’s active engagement and advocacy in local and national level co-ordination bodies (INGO Coordination, AHCT, AHAWG, Info Cell Meetings)
  • Coordinate with the organization's communications team to develop and implement communication strategies that raise awareness of the organization's work and advocate for the rights of affected communities.
  • Stay informed of key policy and advocacy developments and ensure that the organization's programs and advocacy efforts are aligned with relevant national and international frameworks and standards.

Security

  • Take a leading role in all aspects of the safety and security of ADRA’s staff, premises, assets, and goods, ensuring compliance with the organization's safety and security policies and procedures.
  • Ensure that all staff members receive appropriate safety and security training and that they understand and adhere to the organization's safety and security policies and procedures in coordination with the security coordinator.
  • Work closely with the security coordinator in monitoring the security situation in the south and provide regular updates to the organization's senior management and staff.
  • Respond to security incidents and emergencies as needed, ensuring that staff members are safe and that the organization's assets and goods are protected.
  • Ensure that all security incidents and near-misses are reported and investigated, and that corrective actions are taken as needed.

Team and People Management

  • People management of direct reports and overall responsibility for all staff in the area (including recruitment, development, people planning and performance)
  • Contributes and coordinate with the CD, the HRD and other high and key positions in ADRA Yemen to have an environment of trust and transparency among the workers at the country headquarters, sub-offices, and project offices.  
  • Seek the wellbeing of the sub office staff. Promotes, practices, and enables mentoring of staff with the aim of building capacity and future leadership among expat and national staff. 

Coordination

  • In coordination and under the guidance of the CD keeps fluid and constant communication with the ADRA Regional Office, ADRA International, its donor offices, government and any other entity involved in the business of ADRA. 
  • In Coordination with Deputy Country Director, Finance Director and the Country Director assure that the country office fulfills:
  • Project narrative reports on time.
  • Financial reports required.
  • Final project reports on time. 
  • Audits which are required for each project and to assure that the responses for each observation are fulfilled. 
  • The requirements of each donor office. 
  • To keep an updated Strategic Planning
  • There will be instances when the Area Manager will be absent due to work-related trips, annual leave, sick leave and/or any other major reason. When it is impossible to conduct his work-related activities from a distance using technology, then the CD has the responsibility to nominate one of the most experienced workers to fill the AM responsibilities during this absence. 
  • Promote special dates as pertinent in the country (some examples): 
  • ADRA’s day.
  • Anti-smoking day.
  • International Day against AIDS. 
  • Global Emergency Offering Fund.

Other

  • To promote and to facilitate the Exchange of experiences among offices in the region as appointed or required by the CD. 

QUALIFICATIONS AND SKILLS:

Education and Experience:

  • Bachelor’s or master’s degree in international development, humanitarian studies, social studies, or a related field
  • 7-10 years of experience in managing large-scale programs
  • Experience with multi-donor funding and team management

Technical skills:

  • Strong program design, implementation, and monitoring skills
  • Knowledge of humanitarian policies and financial management

Leadership and interpersonal skills:

  • Strong leadership and communication skills
  • Ability to negotiate and build consensus.

Language and Communication:

  • Excellent English communication skills, Arabic proficiency desirable
  • Strong presentation skills

Other Requirements:

  • Willingness to travel frequently.
  • Commitment to ADRA's mission and flexibility to changing requirements.
  • Ability to build collaborative relationships with stakeholders.

Expectation:

  • Excellent oral and written communication skills in English; Arabic is desirable.
  • Advanced knowledge on Development and Humanitarian sector policy and programs, 
  • Successful experience in management of large multi donor portfolios is essential.
  • Demonstrated experience leading and managing large-scale and diverse teams.
  • Excellent leadership, advocacy, and interpersonal skills with expertise in program and staff management and capacity development.
  • Technical skills of program design, supervision, and data utilization for decision-making is required.
  • Excellent presentation skills including policy briefing.
  • Demonstrated skills on process facilitation and coordination with high standards.
  • Ability and willingness to travel both domestically and internationally.
  • Demonstrated strong experience in capacity building of national and international staff.
  • Ability to work well under administrative and programmatic pressures. Flexibility to adapt to changing requirements.
  • Commitment to the ADRA’s mission, purpose, and values.
  • Ability to develop collaborative and harmonious relationship with external partners and all stakeholders.
  • Excellent communication and negotiation skills to persuade and positively influence others.
