The Job

 

 

Polish Humanitarian Action (PAH) is looking for a MEAL Officer (national position, based in Marib):

Position: MEAL Officer.
Location: Marib, Yemen with possible travels inside Yemen.
Contract details: Regular / Full-time.
Duration: A full-time position with a probationary period of 3 months.
Starting date: ASAP.

Our interventions – of both humanitarian and development character – have been carried out in 48 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering the consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), psychosocial support (PSS), as well as Primary Health, Nutrition and Education. About PAH Yemen Mission 

PAH Yemen Mission has been officially established in July 2019 and currently provides humanitarian assistance in WASH, Health, Education in Emergencies, CCCM and Protection for most vulnerable communities affected by conflict in Ad Dhale, Abyan, Marib and Aden governorates.

Position reports to: Country Director.

Responsibilities: 

  • Support in developing the MEAL plan for the project based on the project's logical-framework and follow its implementation throughout the life cycle of the project.   
  • Assist in developing and/or adapting quantitative and qualitative data collection survey tools for the project (Baseline/Endline, beneficiaries' satisfaction, post-services monitoring, studies, questionnaires…etc.).
  • Develop, maintain and update the MEAL data collection and monitoring assessment tools for the project. 
  • Create and update an electronic database for the project (Excel Spreadsheet) and keep it secure to ensure confidentiality of the data.
  • Develop or update existing indicator tracking tools and other tracking tools as needed to demonstrate the effectiveness of project interventions.
  • Conduct on desk data quality control tests on all reported project data to ensure its accuracy and completeness.
  • Contributing to monthly, quarterly and annual reports. 
  • Generate monthly indicator reports for tracking progress against key indicators as needed. 
  • Develop a secure Complaints and Feedback Response Mechanism (CFRM) within the target project sites, collect all beneficiaries concerns and complaints data/information on a weekly/monthly basis with adhering to the CP's data confidentiality standards protocol.    
  • Support the program in conducting baseline and end-line project surveys. 
  • Support the program in performing situation analysis (study methodology, tools and approaches) and need assessment for any new project development.
  • Handle the recruitment process of data collectors (casual) and follow up on their contracts, attendance, payments.
  • Perform other relevant duties as assigned by the Direct Supervisor within the employee's area of responsibility.       

Knowledge and skill requirements:

  • Minimum of Bachelor’s degree in computer science, Education or related field.
  • At least 1-2 years of technical experience in NGO, preferably INGO.
  • Familiarity with International humanitarian operations, coordination structures, and the mandates of donors and other NGOs.
  • Experience of developing monitoring and evaluation tools.
  • Previous experience with Data entry, data cleaning and data analysis using KOBO, Ms. Excel and SPSS.
  • In-depth knowledge with computer applications, especially with Word and Excel, PowerPoint a plus.
  • Excellent in communication skills in both English and Arabic; ability to communicate strategically under pressure.
  • Excellent writing skills – ability to develop high quality reports and accurately analyze M&E data.
  • Self-motivated, results-driven and excellent sense of organization.
  • Ability to work independently and respond to feedback in a timely and professional manner.
  • Experience working in different cultural work environments.
  • Strong networking, interpersonal and presentation skills.
